batik library 1.17 has introduced some limitations while loading external resources (https://issues.apache.org/jira/browse/BATIK-1349).

In order to skip this check while accessing any image, Giulio proposed to get the data (base64) of the image and use it instead (e.g. in a CVC).

The only current limitation to this approach looks like to be a missing jar, still from batik 1.17, in JRS' classpath:https://mvnrepository.com/artifact/org.apache.xmlgraphics/batik-codec/1.17
