Currently it is not possible to update Ad Hoc Reports using custom template with post template updates. Since many different users create ad hoc reports but they are all built off the same template and if there are any changes made to template later it will be better if we can apply this changes on reports created off this template since it will be difficult to go change the report design one by one for all the ad hoc reports.
