We've created lots of generic reports for use in dashboards that have parameters to customise them and/or select data items to be displayed. Most users don't want to be able to change these parameters at runtime - they just want to build dashboards that have the parameters baked into the dashboard that they're creating. Currently our only way to do this is either to create lots of wrapper reports that just specify the parameter values and use those in the dashboards instead or create manual filter values and create custom URLs to launch each dashboard to set the parameters. It'd be much nicer if the user could just set a default value for the parameter when creating a manual filter.
