For mandatory input controls with query or value list, the first element is always preselected. In the case of multiple selections, the preselected element must first be actively deselected if it is not to be evaluated. Otherwise it is included in the list of selected elements. From a usability point of view, this is not a nice solution. It would be nice if we could avoid this extra work by eliminating this preselection.
